Enabler of the police state, don't introduce legislation to prevent me from protecting myself from any threat I perceive. Body Armor(and the right to protect myself)is not yours or the Government's to regulate. What you propose is Un-American and if you can't see that, move to Cuba(the socialists will love you there)... Furthermore, if a criminal is going to shoot a cop, he is going to shoot the cop with or without body armor... much like he is going to shoot a cop regardless of how dark the window tent is on his car.
